The Eastchester Gardens Revitalization Project is a transformative initiative under New York City Housing Authority’s (NYCHA) Permanent Affordability Commitment Together (PACT) program, aimed at enhancing the quality of life for the 2,000 residents of this Bronx, NY housing complex.

Spearheaded by NYCHA, in partnership with RDC Development and Infinite Horizons, this large-scale project addresses comprehensive site renovations across the multi-building campus, which includes the redesign of building entrance courtyards, revitalization of playgrounds and a senior center, establishment of a new dog park, improved waste collection and recycling facilities, and reactivation of the central lawn with a community tree as a focal point.

A key objective of the project is to increase resident access to green spaces, which have been fenced off for years, by opening these areas to enhance both their usability and aesthetic appeal. The design prioritizes inclusive and sustainable landscapes, incorporating ADA-accessible pathways that connect residents to the iconic community tree, symbolically rooted in the heart of Eastchester Gardens. Native plantings were selected to promote ecological resilience, while warm and welcoming site furnishings create comfortable spaces that cater to the diverse needs of this community. Additionally, the design introduces age-inclusive play spaces, a senior center with multi-generational programming, a dog park, and an exercise loop, which collectively foster physical activity, social interaction, and community cohesion.

The Resident First Development approach has been central to this project, ensuring that the voices of Eastchester Gardens residents directly shape the design and programming of these shared spaces. The team engaged residents from the outset, seeking their input on the design of playgrounds, programming of the senior center, features of the dog park, site furnishings, art, and signage, thereby embedding community identity and preferences within the campus enhancements. This collaborative process builds resident trust, establishes a sense of ownership, and ensures the revitalization aligns with the community’s evolving needs.

Addressing site-specific challenges, the design team implemented green infrastructure solutions such as permeable pavers and trench drains to mitigate flooding issues. Sustainability and resource efficiency are also prioritized through the reuse of select existing site components, reflecting a commitment to environmental stewardship.

Ultimately, the Eastchester Gardens Revitalization Project is set to create a safe, inclusive, and vibrant environment that fosters connectivity and enriches residents’ lives
